Traffic & Pollution
This objection contends that the Local Plan fails to adequately address air quality and public
health impacts, contrary to NPPF requirements. Air pollution is the UK's largest
environmental health risk, and Canterbury already performs poorly, with pollution levels
significantly above the national average. The Wincheap area - bordered by the A28 and A2
and identified by the Council as the city's worst pollution hotspot - would be particularly
affected by the proposed Merton Park development.
Almost 2,000 new homes, increased traffic volumes, and the removal of more than 16,000 trees would substantially worsen nitrogen dioxide and particulate pollution, especially in the low-lying Stour Valley where pollution accumulates. Traffic modelling shows continued congestion and increases exceeding 1,000 AADT on key routes despite active travel assumptions. Monitoring data is insufficient and inconsistent, undermining the evidence base for the plan. NPPF requires transport and development impacts on air quality to be avoided or mitigated and opportunities for pollution reduction secured. The Council's strategy does neither, placing existing and future residents' health at risk.
